Resolution to Approve a Contract with The Spieker Company to Perform Renovation Work at the Leslie Science and Nature Center ($153,000.00)

Attached for your review and action is a resolution to approve a $153,000.00 contract with The Spieker Company to renovate structures and perform site work at the Leslie Science and Nature Center (LSNC).
Budget/Fiscal Impact: Funding is available in the approved FY2017 Park Maintenance and Capital Improvement Millage budget.
In 2015, the City had an assessment completed of buildings on the LSNC campus to evaluate the condition of the structures and site for ADA compliance, safety issues, and deterioration of structures. The assessment, as well as City staff and LSNC staff input was used to prioritize improvements to the site. The work will improve barrier free access by replacing concrete, correcting trip hazards, and replacing handrails, the roof of the Caretaker’s House will be replaced to protect the structural integrity of the building, windows on the first floor of the Leslie House will be replaced to improve the energy efficiency and comfort of patrons, and the kitchen plumbing will be updated.
Repairs to the structures at the LSNC were identified as a need in the PROS Plan, as well as meeting general goals to improve Barrier Free Access and maintain existing infrastructure.

The Spieker Company $153,000.00
Staff is recommending awarding a contract to The Spieker Company in the amount of $153,000.00 for renovations to the LSNC buildings and site. A 10% construction contingency ($15,300.00) is requested to cover potential contract change orders to be approved by the City Administrator. It is requested that a $168,300.00 contract and contingency amount be approved for the life of the project without regard to fiscal year.
The Park Advisory Commission recommended approval of this contract at their January 24, 2017 meeting.

Whereas, The Leslie Science and Nature Center buildings and site are in need of improvements to address ADA compliance, safety issues and infrastructure upgrades;
Whereas, The Parks and Recreation Open Space Plan recommends infrastructure improvements at Leslie Science and Nature Center;
Whereas, Competitive bids were received by Purchasing on November 28, 2016;
Whereas, The Spieker Company, Inc. submitted the lowest responsive bid;
Whereas, The Spieker Company, Inc. complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances; and
Whereas, The Park Advisory Commission recommended approval of this contract at their January 24, 2017 meeting;
RESOLVED, That City Council approve a contract with The Spieker Company to renovate structures and the site at the Leslie Science and Nature Center in the amount of $153,000.00;
RESOLVED, That City Council approve a construction contingency of $15,300.00 (10%) to cover potential contract change orders to be available for expenditure for the life of the project without regard to fiscal year;
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution including the authority to approve change orders within the approved contingency; and
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract after approval as to substance by the City Administrator and approval as to form by the City Attorney.
