Memorandum
Mayor and Council, attached for your consideration and approval is the resolution approving fee adjustments for the Fire Services Unit for fiscal year 2009. The anticipated increase in revenue that will result from this adjustment is critical in beginning to appropriately balance expenditures and revenues.
 
Each year, in conjunction with the preparation of the budget, the Safety Services Area is requested to review fees to determine if the cost of the services provided are covered by the charges for these services. When determining these costs we take into account increases in expenses such as labor, materials and supplies, equipment, and administrative costs. Collectively these provide realistic and reasonable fee assessments to the citizens.
 
The Fire Services Unit has prepared a comprehensive request to adjust the fee schedule as addressed during approval of the schedule for the 2008 fiscal year.
 
The Fire Services Unit has undergone a reorganization and re-evaluation of its divisions this past fiscal year. This included in depth review of the services provided and fair costs for these services, which has been completed for approval for the fiscal year 2009.
 
Thereby, the Safety Services Area is recommending your approval of these fee adjustments. This will bring them in step with today's economic reality.

Whereas, All Service Areas of City government are requested to review their fees annually as part of the budget process;
 
Whereas, The Safety Services Area has reviewed all of their fees as part of the FY2009 budget submittal;
 
Whereas Sections 9:107 and 7:404 of the Ann Arbor City Code provides for the assessment of fees for permits, inspections, and false alarms response services provided by the Fire Department;
 
Where as The Fire Department has reviewed the 2 previous Fire Department Service Fee Schedules;
 
Whereas, The current Fire Department Service Fee Schedule established for processing these services requires adjustment to accurately recover staff time costs associated with the work for which the fee is charged; and
 
Whereas, The following increases are recommended per the attached schedule;:
 
RESOLVED, That City Council establishes the Fire Department Service Fee Schedule according to the Proposed Fees effective July 1, 2008;
 
RESOLVED, That a copy of this Fee Schedule shall be posted by the City Clerk and made available to the public upon request through the offices of the City Clerk and Fire Department, Fire Prevention Division.
 
RESOLVED, That City Council authorizes the City Administrator to take all necessary administrative action to implement this resolution.
