Memorandum
Attached for your review and approval is a resolution to approve a change order to the construction contract with Barrett Paving Materials, Inc. in the amount of $550,040.00 to add more streets to the 2011 Street Resurfacing Project. The original contract ($3,710,952.75) includes the resurfacing/reconstruction of six major streets and six residential streets.  As of mid-July, the project is ahead of schedule which offers the opportunity to resurface more streets before the end of the 2011 construction season.  
 
Proposed Extra Street Work:
 
Spring Street
After advertising the construction contract for the 2011 Street Resurfacing project in the winter, and in response to new pavement failures at Spring Street (Summit to Sunset), we revised the construction plans and expanded the scope of the construction on this street. The southern end of Spring St. was completely reconstructed with a substantial quantity of new base materials, and the remaining stretch to Sunset was resurfaced to provide a consistent life cycle for the block.  The work was completed in June 2011.  
 
Miller Avenue
In the last two years we light resurfaced (milled and filled the top layer of asphalt) the inbound lane of Miller Ave between Chapin St and Seventh St, and reconstructed the section between N. Main St and Chapin St. We are now noticing some pavement failures in the outbound lane of Miller Ave between Seventh St and Chapin. To extend the life of this section of the road we would like to make some permanent repairs and apply a light resurfacing method the outbound lane.  We also plan to patch the section of Miller Ave between Seventh and Newport. In 2013 we plan to reconstruct Miller Ave between Newport Rd and N. Maple Rd.
 
N. Division Street
N. Division Street (Ann St to Detroit St) is showing the signs of surface failure which can be repaired with a light resurfacing that will extend the existing pavement life and will improve the ride for both automobiles and bicyclists.
 
Oxford Street
Oxford St between Hill St and S. University is experiencing significant failures that are beyond the City's ability for spot repairs. This is a residential street and a University of Michigan bus route. Contingent upon the University's agreement to a prorated share of the project cost based on the percentage of their property frontages, we would like to reconstruct the street to withstand both bus and through traffic. Depending on our coordination efforts with the University, this project may begin in 2011 or 2012.
 
Crack Sealing
Along with the light street resurfacing method, this year we would like to apply another "preventive" maintenance measure on our streets known as "Pavement Crack Sealing".  Crack sealing is a cost effective method to extend the life of the street pavement, once the pavement begins to develop large cracks in the surface. Widely accepted standards typically recommend crack sealing a road within 5 to 10 years following the paving of a road.  Crack sealing typically adds anywhere from 3 to 10 years to the pavement life, thereby extending the initial investment of the previous road work.
 
For the 2011 program we would like to complete crack sealing at the following locations for a total estimated cost of $80,000.00:

Barrett Paving Materials, Inc. received Human Rights approval on March 17, 2011.  All employees of Barrett Paving Materials, Inc., assigned to work on the project will receive compensation in accordance with the Living Wage Ordinance.

Whereas, The City of Ann Arbor Adopted 2011 Capital Budget includes sufficient funds for the proposed change order to the Annual Street Resurfacing Project;
 
Whereas, The 2011 Street Resurfacing Project was awarded to Barrett Paving Materials, Inc. on April 18, 2011 (R-11-146);
 
Whereas, The project is ahead of schedule and the resulting additional time in the construction season provides the opportunity to add more street work to the contract;
 
Whereas, The original contract was awarded after competitive bids were received by Procurement on March 17, 2011 and Barrett Paving Materials, Inc. was the lowest responsible bidder;
 
Whereas, The contractual proposal sets forth the services to be performed by said company, and the payments to be made by the City therefore, all of which are agreeable to the City;
 
Whereas, It is now necessary to approve a change order with said company for said construction project; and
 
Whereas, Barrett Paving Materials, Inc. received Human Rights approval on March 17, 2011, and its employees will receive compensation in accordance with the Living Wage Ordinance;
 
RESOLVED, That a change order in the amount of $550,040.00 be approved to Barrett Paving Materials, Inc. for Resurfacing Additional Streets in 2011;
 
RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this project, including issuing Traffic Control Orders for the streets selected for resurfacing,  including parking prohibition as needed in excess of 1 block and/or 90 days; and
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
