Resolution to Approve a Contract with Emergency Restoration Company for the Renovation of Restrooms and Locker Rooms in Fire Stations #3 & #4 ($149,500.00) and Appropriation of Funds ($50,000.00) (8 Votes Required)

Memorandum

The attached resolution authorizes a contract in the amount of $149,500.00, with Emergency Restoration Company, for the renovation of  restrooms and locker rooms at Fire Stations #3 & #4.   The project involves the renovation of the existing restroom facilities to create two unisex restrooms and showers at each station.  Locker room facilities will be renovated and ventilation in the locker room and restroom areas will be improved.

 

Requests for bids (ITB 4335) were advertised and bids were received from three contractors on May 19, 2014.  Staff evaluated the bids and determined that the prices were competitive and recommends that Emergency Restoration Company, as the lowest responsible bidder, be awarded the contract. The bid tabulation is attached. 

 

Funding for this work is budgeted in the approved FY2014 General Capital Fund (00CP) Capital Budget ($100,000.00) and the Safety Services Area, Fire Department approved General Fund operating budget ($50,000.00) for FY2014. 

 

Emergency Restoration Company received Human Rights and Living Wage approval on November 18, 2013.

Whereas, There is a need to provide separate restroom facilities for firefighters at Fire Stations #3 & #4;

 

Whereas, Three bids for the renovation of restrooms and locker rooms at these fire stations were opened May 19, 2014, and Emergency Restoration Company submitted the lowest responsible bid under ITB No. 4335;

 

Whereas, Emergency Restoration Company received Human Rights and Living Wage approval on November 18, 2013; and

 

Whereas, Funding for the project is available in the approved FY2014 General Capital Fund (00CP) Capital Budget ($100,000.00) and the approved FY2014 Fire Department operating budget ($50,000.00);

 

RESOLVED, That City Council approve a contract, per ITB No. 4335, with Emergency Restoration Company, in the amount of $149,500.00 and authorize a construction contingency of $500.00 to cover potential contract change orders;

 

RESOLVED, That the General Capital Projects Fund expenditure budget be increased by $50,000.00 with the source of funding being a transfer from the existing General Fund Fire Services Unit budget, and that the project budget in the General Capital Projects Fund be available without regard to fiscal year;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution including the approval and execution of change orders within the approved contingency amount.
