Resolution to Approve a Professional Services Agreement with Orchard, Hiltz & McCliment, Inc. ($96,538.00) for the Design of Stadium/Iroquois Water Main Replacement and the Harvard Drain Stormwater Quality Improvement Projects

Memorandum

Attached for your review and approval is a resolution to approve a Professional Services Agreement in the amount of $96,538.00, with Orchard, Hiltz & McCliment, Inc. for the design of Stadium/Iroquois Water Main Replacement and the Harvard Drain Stormwater Quality Improvement Projects.

 

The existing 4 & 6-inch water mains in East Stadium Boulevard and Iroquois Place are in poor condition and do not have adequate pressure for fire flow capability.  The project consists of installing approximately 3,350 feet of new 8-inch ductile iron pipe water main at East Stadium Boulevard and Iroquois Place.  Estimated cost of the water main design is $68,001.00.

 

The existing storm drain pipe at Harvard Place follows the steep gradient of the hill, emptying into the Nichols Arboretum causing erosion, sedimentation and the de-stabilization of the streambank.  The design will reduce outlet velocities to minimize erosion and undercutting in the Nichols Arboretum.  The University of Michigan has plans to design and construct a stormwater infiltration project at the outflow area to further mitigate the problem.  The project consists of designing an underground water treatment structure designed to reduce the velocity of the water.  Possibilities include a drop structure, a vortex-type treatment structure, in-pipe baffles, or a combination of these.  Estimated cost of the stormwater design is $28,537.00.

 

The 2006-11 Capital Improvements Plan rates the Stadium/Iroquois Water Main Replacement project, and the Harvard Drain in Nichols Arboretum project as Important.  Funding was approved for both projects during the FY08 Capital Budget process.

 

In November 2007, a request for design proposals (RFP #686) was issued through the Procurement Services Unit and advertised on the Bidnet.  In response we received 19 proposals.  A team of staff members reviewed all the proposals and interviewed three of the 19 consultants.  Based on their professional qualifications and project proposals Orchard, Hiltz & McCliment, Inc. was determined to be the most qualified firm for these two design projects.  Orchard, Hiltz & McCliment, Inc received Human Rights approval on May 7, 2007. Employees working on this project will receive compensation in accordance with the Living Wage Ordinance.

Whereas, The replacement of the existing 4 & 6-inch water mains in East Stadium Boulevard and Iroquois Place are included in the City’s 2006-11 Capital Improvements Plan;

 

Whereas, The amelioration of erosion, undercutting and sedimentation at the bottom of Harvard Drain is included in the City’s 2006-11 Capital Improvements Plan;

 

Whereas, Funding was approved for both projects during the FY08 Capital Budget process;

 

Whereas, It is necessary to retain the services of a professional consulting engineering firm to perform the design for the Stadium/Iroquois Water Main Replacement Project, and the Harvard Drain Stormwater Quality Improvement Project;

 

Whereas, In response to RFP #686 for Civil Engineering Design and Project Management Services, the City received 19 proposals; and

 

Whereas, Orchard, Hiltz & McCliment, Inc. has demonstrated the required experience, personnel, and competitive fee schedule to perform the engineering design of the Stadium/Iroquois Water Main Replacement Project, and the Harvard Drain Stormwater Quality Improvement Project;

 

RESOLVED, That the City Council authorize a professional services agreement with Orchard, Hiltz & McCliment, Inc. in the amount of $96,538.00 for the design of the Stadium/Iroquois Water Main Replacement Project ($68,001.00), and the Harvard Drain Stormwater Quality Improvement Project ($28,537.00);

 

RESOLVED, That funding be advanced from the Water Supply System ($68,001.00) pending the sale of appropriate Water Revenue bonds;

 

RESOLVED, That funding be advanced from the Stormwater System ($28,537.00) pending the sale of appropriate Stormwater Revenue bonds;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said professional services agreement, after approval as to form by the City Attorney, and approval as to substance by the City Administrator;

 

RESOLVED, That a contingency amount of $10,000.00 be established within the project budget and that the City Administrator be authorized to approve additional change orders to the contract with Orchard, Hiltz & McCliment, Inc. not to exceed $10,000.00 in order to satisfactorily complete this project;

 

RESOLVED, That the City makes the following declaration for the purpose of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds; and

 

RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution.
