Attached for your review and approval is a resolution to approve a Professional Services Agreement in the amount of $148,586.00, with Washtenaw Engineering Company for the design of Catherine Street 16" Water Main; Plymouth Road Water Main Replacement; Wagner Road Sanitary Sewer - South; Glendaloch Circle Water Main Replacement; and Clair Circle Water Main Replacement Projects.
 
A new 16-inch transmission water main is necessary  from Huron Street to Glen Avenue via Zina Pitcher and Catherine Street.  Because of the increasing difficulty in maintaining a large diameter water main in Glen due to traffic and adjacent utilities and it is necessary to provide redundant piping. This water main will provide redundancy in the Geddes Hill water pressure district.  Redundancy provides reliability in case of shut downs or breaks in the system. The project consists of installing approximately 620 feet of new 16-inch ductile iron pipe water main in Catherine Street from Glen Avenue to Zina Pitcher Place.  Estimated cost of this water main project design is $41,971.00.
 
Replacing a 20-inch water main near Plymouth Road and Pointe Lane is necessary to prevent water service disruptions and traffic interruptions by preventing the frequent main breaks in this area.  The project consists of installing approximately 1200 feet of new 20-inch water main pipe near Plymouth Road, in two locations between the two intersections of Plymouth and Broadway Street.  Estimated cost of this water main project design is $39,575.00.
 
Extending sanitary sewer service along Wagner from Jackson Place to West Liberty Street is necessary to remove properties near Sisters Lakes from septic systems.  Some of these properties have reported septic failures.  The project consists of approximately 2,000 feet of sanitary sewer from Jackson Place to West Liberty Street.  Estimated cost of this sanitary sewer project design is $33,654.00.
 
Frequent water main breaks on Glendaloch Circle necessitate the replacement and upsizing of the water main at this location.  The project consists of replacing approximately 650 feet of 4-inch and 6-inch water main.  Estimated cost of this water main project design is $16,693.00.
 
Replacing the water main at Clair Circle will reduce the frequent water main breaks there, and the upsized main will provide improved water quality and fire coverage.  This project consists of replacing approximately 630 feet of the existing 4-inch water main and upsizing to an 8-inch water main.  Estimated cost of this water main project design is $16,693.00.
 
The 2006-11 Capital Improvements Plan rates each of these projects as Important.  Funding was approved during the FY08 Capital Budget process and is still available for these projects.
 
In November 2007, a request for design proposal RFP #686 was issued through the Procurement Services Unit and advertised on Bidnet.  In response we received 19 proposals.  A team of staff members reviewed all the proposals and interviewed three of the 19 consultants.  Based on their professional qualifications and project proposals Washtenaw Engineering Company was determined to be the most qualified firm for these five projects.  Washtenaw Engineering Company received Human Rights approval on April 4, 2008. Employees working on this project will receive compensation in accordance with the Living Wage Ordinance.

Whereas, These projects will implement best management practices for the City's public infrastructure;  
 
Whereas, It is necessary to retain the services of a professional consulting engineering firm to perform the design for the Catherine Street 16" Water Main Project; the Plymouth Road Water Main Replacement Project; the Wagner Road Sanitary Sewer - South Project; the Glendaloch Circle Water Main Replacement Project; and the Clair Circle Water Main Replacement Project;
 
Whereas, In response to RFP #686 for Civil Engineering Design and Project Management Services, the City received 19 proposals;
 
Whereas, Washtenaw Engineering Company has demonstrated the required experience, personnel, and competitive fee schedule to perform the engineering design of the Catherine Street 16" Water Main Project; the Plymouth Road Water Main Replacement Project; the Wagner Road Sanitary Sewer - South Project; the Glendaloch Circle Water Main Replacement Project; and the Clair Circle Water Main Replacement Project;
 
Whereas, Funding will be advanced from the Water Supply System ($114,932.00) pending the sale of appropriate Water Revenue bonds; and
 
Whereas, Funding will be advanced from the Sanitary System ($33,654.00) pending the sale of appropriate Sanitary Revenue bonds;
RESOLVED, That the City Council authorize a professional services agreement with Washtenaw Engineering Company in the amount of $148,586.00 for the design of the Catherine Street 16" Water Main ($41,971.00) ; the Plymouth Road Water Main Replacement ($39,575.00); the Wagner Road Sanitary Sewer - South ($33,654.00); the Glendaloch Circle Water Main Replacement ($16,693.00); and the Clair Circle Water Main Replacement Projects ($16,693.00);
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said professional services agreement, after approval as to form by the City Attorney, and approval as to substance by the City Administrator;
 
RESOLVED, That a contingency amount of $15,000.00 be established within the project budget and that the City Administrator be authorized to approve additional change orders to the contract with Washtenaw Engineering Company not to exceed $15,000.00 in order to satisfactorily complete this project;
 
RESOLVED, That the City makes the following declaration for the purpose of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds; and
 
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution.
