Memorandum
The attached resolution seeks a continuation of participation in CLEMIS services provided by Oakland County for the use and benefit of shared public safety information. The use of the highly specialized and integrated services provided through CLEMIS allows many public safety organizations in Washtenaw County, and Southeast Michigan, to share information and intelligence, which improves Safety Services responsiveness and the overall safety of the Ann Arbor and Washtenaw County communities.
 
Currently, with the City's implementation of CLEMIS, interoperable communications allowed local law enforcement agencies to realize the benefit of information sharing across agency and county boundaries.  
 
After approval of Resolution #R-372-8-05, dated August 15, 2005, equipment and services were supplied and provisioned through approved grant funding.  In FY2008, the grant funding was fully utilized, and on-going operation of the service is administered by the current FY2008 Information Technology Services Unit Budget.  
 
The funding for participation in CLEMIS information sharing services was budgeted in the FY2008 Information Technology Services Unit budget, and approved with the FY2009 Budget.
 
An operating contingency amount of 5% or  $8,960 for FY2009 is also budgeted.
 
We recommend that the attached resolution for the amount of $188,160.00, including a 5% contingency for FY2009, be approved.

Body
Whereas, The City of Ann Arbor requires that efficient and interoperable information sharing services be maintained for public safety agencies, allowing for the effective delivery of safety services within the City of Ann Arbor and throughout Washtenaw County;
 
Whereas, The City has planned, approved and budgeted for CLEMIS information sharing participation for FY2008-FY2009;
 
Whereas, Resolution R-372-8-05 authorizing participation in CLEMIS was approved on August 15, 2005, and grant funding for equipment, installation and services has been fully utilized; and
 
Whereas, Funding for these services is available through the Information Technology Services Unit budget;
 
RESOLVED, That City Council approve continuation of CLEMIS services with Oakland County for the sharing of public safety information, not to exceed $188,160.00, which includes a 5% contingency amount not to exceed $8,960.00 for change orders in FY2009;
 
RESOLVED, That the Information Technology Fund shall be available for expenditure for this Project for the life of the Project without regard to fiscal year;
 
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute documents after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
 
RESOLVED, That the City Administrator is authorized to take all necessary administrative actions to implement this Resolution including the authority to approve change orders within the approved contingency.
