Memorandum
Attached for your review and action is a resolution to approve a professional services agreement between the City and CDM Michigan, Inc. to perform detailed sanitary sewer flow monitoring and capacity analysis for the Washington Street sanitary sewer within the DDA district.  This resolution also will establish a project budget of $85,000.00 for this effort.  
 
In March 2006, Council passed a resolution R-101-3-07 approving a contract with CDM to perform sanitary sewer flow monitoring and analysis for the entire DDA district.  The results of this work showed that the flows along Washington Street were greater than previously allocated in the city's sanitary sewer hydraulic model, and that the flows discharged to that sanitary sewer had unanticipated characteristics.  Analysis of these flows indicates that there is no dry weather flow capacity in portions of the Washington Street sewer during these high flow periods.  A review of the potable water use by the customers along the Washington sewer did not reveal flow characteristics consistent with the measured flows.  As a result, it is recommended that additional flow monitoring be performed at intervals along the Washington Street sewer to determine if the entry point for these uncharacteristic flows can be established and reduction or removal of this flow can be performed to regain sewer capacity.
 
The Public Services Area requested a proposal from CDM to perform this detailed flow monitoring and capacity analysis due to cost-effectiveness gained from their intimate knowledge and familiarity of this condition from the previous flow monitoring project.  The total cost of the project is not to exceed $85,000.00, which includes a 9% contingency.
 
This project will be funded from the authorized FY2007-08 operating budget of the Public Services Area Sewage Disposal System.  Funds remain in this budget to meet this request. The project is to be completed by December 31, 2008. You are also requested to make these funds available for the life of the project without regard to fiscal year.  
 
CDM, Michigan, Inc. received Living Wage and Human Rights approval on February 14, 2008.

Whereas, Funds are available in the approved FY08 Sewage Disposal System Operating Budget to fund this project;
 
RESOLVED, That City Council approve a contract between the City and CDM Michigan, Inc. for Washington Street Sanitary Sewer Flow Monitoring and Capacity Analysis in the amount of $77,994.00;
 
Resolved, That a total project budget of $85,000.00, including a 9% contingency, be established for the life of the project without regard to fiscal year in order to fund this project;
 
RESOLVED, That City Council adopt the following budget for the life of the project, to be expended without regard to fiscal year:

RESOLVED, That the City Administrator is authorized to take all necessary administrative actions to implement this Resolution, including the authority to approve change orders within the approved contingency.
