Memorandum

Attached is a resolution for your approval for the purchase of 20 streetlight luminaires, 20 streetlight poles, and 22 streetlight bases for future installation along Stadium Boulevard.  These poles, bases, and luminaires are of an ornamental nature and match those that are currently installed along Stadium Boulevard from South Industrial Highway to Main Street and Hutchins Ave to Maple Road. These poles and fixtures will be used as inventory to replace ones that are damaged in crashes or other instances that require their repair or replacement.  The total estimated cost for the purchase is $185,060.00. 

 

Budget/Fiscal Impact:  The funding for the purchase of these devices is partially included in the FY2025 approved Central Stores, Streetlight Inventory Operations and Maintenance Budget, the remainder is available in the Central Stores Fund Unobligated Fund Balance.

 

Michigan Lighting Systems East is the sole source provider of Spring City streetlight and fixture products.  Charter language requires sole source procurements over $25,000 to receive City Council approval. 

 

Michigan Lighting Systems East complies with the requirements of the City’s Non-Discrimination Ordinance.

Whereas, Michigan Lighting Systems East is the sole source provider of Spring City Electrical Manufacturing Company streetlight and fixture products;

 

Whereas, The City must maintain an inventory of street light poles and fixtures in order to make repairs in an expeditious fashion;

 

Whereas, The City desires to maintain the characteristic of the corridor by repairing or replacing poles and fixtures with matching improvements;

 

Whereas, Michigan Lighting Systems East complies with the City’s Non-Discrimination Ordinance; and

 

Whereas, Sufficient funds are included in the Central Stores approved FY 2025 Streetlight Inventory Operations and Maintenance budget and Unobligated Fund Balance;

 

RESOLVED, That City Council approve a sole source purchase order to Michigan Lighting Systems East the amount of $185,060.00 for Spring City street light poles and associated fixtures and luminaires;

 

RESOLVED, That the replacement lighting installations shall have a correlated color temperature (CCT) of no greater than 3000 K;

 

RESOLVED, That the replacement lighting installations shall use appropriate shielding and the light be directed downward to minimize glare;

 

RESOLVED, That $120,000.00 be appropriated from the Central Stores Fund Unobligated Fund Balance; thereby, increasing the FY25 Central Stores Operations and Maintenance Revenue and Expenditure Budgets; and

 

RESOLVED, That City Council authorize the City Administrator or designee to take the necessary administrative actions to implement this resolution.
