Memorandum
The attached resolution ratifies and approves the emergency issuance of a purchase order to Amerinet, Inc. for the purchase of electronic multiplexing equipment necessary to facilitate the relocation of the City's 911 dispatching services to accommodate the planned construction of the Ann Arbor Municipal Center.  
 
The City's 911 dispatching services currently operate via a large underground phone line running between fire station 1 and the North Telecommunications Facility and North Utility Entrance, located off of Ann Street at the northwest corner of City Hall parking lot.  It is necessary to abandon this underground phone line, the North Telecommunications Facility and North Utility Entrance to accommodate the Ann Arbor Municipal Center Project.  
 
In order to continue to provide the necessary networking and City dispatching services, including voice, data, traffic signal and 800 MHz dispatching services, a new East Telecommunications Facility and Utility Entrance has been constructed along the south and east sides of the Larcom building.  The current 911 dispatching services, which include all police dispatch radio calls, control of fire station 1's garage doors, the traffic signals at 5th and Huron and 5th and Ann, and various other data services, will be relocated to the East Telecommunications Facility and Utility Entrance by converting the various data and voice signals so that they can run over a few fiber strands instead of a large phone cable.
 
Amerinet Inc.'s quote of $50,496.90 for this electronic multiplexing equipment was received by the City's Information Technology Service Unit on Monday, April 6, 2009.  
 
Due to Ann Arbor Municipal Center construction plan to begin during the first week of March and this telecommunications facilities project having a six to eight week turnaround time, and Comcast Cable requiring payment from its customers prior to start of any special construction project, it was necessary to execute an Emergency Purchase Order to Amerinet, Inc. in the amount of $50,496.90 to order the electronic multiplexing equipment with enough lead time to avoid any construction delays.
 
Amerinet, Inc. received Human Rights and Living Wage approval June 3, 2008.

Whereas, City 911 dispatching services is a critical City service and must be maintained and remain operational 24 hours per day;
 
Whereas, City 911 dispatching services are connected to City Hall via an underground conduit installed between the North Telecommunications Facility and Fire Station 1;
 
Whereas, City 911 Dispatching services enter into the Larcom Building through the North Telecommunications Facility and North Utility Entrance;
 
Whereas, It is necessary to abandon the underground conduit run between Fire Station 1 and the North Telecommunications Facility, the North Telecommunications Facility and the North Utility Entrance to accommodate the Ann Arbor Municipal Center Project;
 
Whereas, A new East Telecommunications Facility and Entrance has been constructed along the south and east sides of the Larcom building to provide access for relocated telecommunications and network services;
 
Whereas, It is necessary to convert the underlying technology supporting the City's 911 Dispatching services from phone system-based technology to fiber-based technology;
 
Whereas, It is necessary to contract Amerinet, Inc. to order Electronic Multiplexing Equipment necessary for converting the technology from phone system-based to fiber-based technology;
 
Whereas, Sufficient funds have been budgeted in the Capital Projects Fund 0008 Budget for the proposed expenditures;
 
Whereas, Amerinet, Inc. received Human Rights and Living Wage approval June 3, 2008; and
 
Whereas, The City Administrator has exercised Chapter 14 Section 1:316 for an emergency purchase of Electronic Multiplexing Equipment;
 
RESOLVED, That the purchase order to Amerinet, Inc. in the amount of $50,496.90 for the emergency purchase of Electronic Multiplexing Equipment issued under the City Administrator's authority granted in Section 1:316 of the Ann Arbor City Code be ratified and approved;
 
RESOLVED, That the City Administrator be authorized to execute all necessary documents for the purchase of Electronic Multiplexing Equipment and relocation of City 911 dispatching services in connection with the construction of the Ann Arbor Municipal Center; and
 
RESOLVED, That the City Administrator be authorized to take necessary administrative action to implement this resolution.
