Resolution to Approve a Contract with Governmental Consultant Services, Inc. for Lobbying Services ($48,000.00)
Memorandum
The attached resolution requests authorization for a twelve month contract for services with Governmental Consultant Services, Inc. (GCSI) for $48,000.00 for fiscal year 2015.
Since 2001 GCSI has provided the City with legislative advocacy and assistance with the governor and state departments. GCSI has contributed to the City’s efforts to increase state funding for fire protection, land-use planning, and parks and recreation projects. GCSI monitors issues currently pending before the legislature and advocates the city’s specific interests.
GCSI's current contract for services expires on June 30, 2014. Funds for this contract are included in the FY 2015 City Administrator's budget. GCSI received Human Rights approval on and Living Wage approval on June 3, 2014.

Whereas, In 2001, City Council sought proposals for the provision of lobbying services for the City and awarded a one-year contract to Governmental Consultant Services, Inc. (GCSI) which under the terms of the contract provided for two six-month service periods;
Whereas, GCSI's current contract for services expires on June 30, 2014;
Whereas, GCSI has done an outstanding job since 2001 of communicating issues currently pending before the legislature;
Whereas, Funds for this contract are included in the Administrator's Office FY 2015 budget; and
Whereas, GCSI received Human Rights approval on and Living Wage approval on June 3, 2014;
RESOLVED, That Council approve a 12-month contract with GCSI in the amount of $48,000.00 for fiscal year 2015 to perform lobbying services for the City;
RESOLVED, That the Mayor and City Clerk be authorized to sign the agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions, including the authority to execute on behalf of the City any related documentation to identify GCSI as lobbyist for the City of Ann Arbor, to implement this resolution.
