Resolution to Approve an Agreement with the Michigan Department of Transportation ($210,722.00) for the Ashley Street and First Street SCOOT Expansion Project

Attached for your review and approval, please find a resolution to approve an agreement between the City and the Michigan Department of Transportation (MDOT) for Split Cycle Offset Optimization Technique (SCOOT) traffic signal control system work along First Street from Liberty Road to Miller Road, and along Ashley Street from Liberty Road to Miller Road. The agreement is required so that this project can be performed as a federal aid project.
The project is the expansion of the most modern SCOOT traffic adaptive signal control, which the City already uses on some of the streets, which optimizes signal settings each cycle in real time. The project adds SCOOT control to both Ashley and First Streets signals. Both of these streets were removed from the previous downtown SCOOT project due to the lack of sufficient funding. The project includes delivery and installation of some computer software, hardware to local intersections, replacement of signal controllers and installation of system traffic detectors.
The project design was prepared by the Project Management staff and submitted to MDOT for their October 12, 2008 bid letting. The total project construction cost is estimated at $217,000.00 of which $210,722.00 will be paid for by the Congestion Mitigation and Air Quality (CMAQ) fund, and $6,278.00 will be the City of Ann Arbor share. All other costs including the design and construction engineering, and materials testing are estimated at $53,000 and will be paid for from the City's approved FY 2009 Capital Project Budget.
The project construction is scheduled to begin in April 2009 and continue through November 2009. Like all such projects, MDOT will award the construction contract and the City of Ann Arbor will act as the project engineer. One requirement for this type of project is that the City enters into an agreement with the State stipulating the funding split and other rights and responsibilities of the parties. It is the same form of agreement that we have used on other federally funded projects.

Whereas, The traffic adaptive signal control reduces traffic signal delay and improves coordinated flow of traffic and the traffic safety;
Whereas, The City has completed the design of Split Cycle Offset Optimization Technique (SCOOT) traffic signal control system for First Street from Liberty Road to Miller Road, and Ashley Street from Liberty Road to Miller Road;
Whereas, The construction plans for the project were submitted to the Michigan Department of Transportation (MDOT) for their October 12, 2008 bid letting;
Whereas, The Federal Highway Administration has allocated $210,722.00 for the improvements to traffic adaptive traffic signal control at signalized intersections along Ashley Street and First Street within the City of Ann Arbor;
Whereas, Funds are available in the approved Major Street Fund Capital Budget; and
Whereas, An agreement between the City of Ann Arbor and MDOT is required so that this project can be performed as a federal aid project.
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney, and approval as to substance by the City Administrator;
RESOLVED, That the funds be adopted for the life of the project, to be available without regard to fiscal year; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
