Resolution to Approve Purchase of Traffic Counters from Jamar Technologies Inc. and MOU with Washtenaw Area Transportation Study ($60,417.00)
Memorandum
The City of Ann Arbor along with the Washtenaw County Road Commission, the City of Saline, the City of Ypsilanti and the Village of Dexter have received federal transportation funding to purchase new automatic traffic counters. The funding is for the state's fiscal year ending September 2009 in the amount of $46,000.00 with a minimum twenty percent (20%) local match from the partnering communities.
The purchase will include a total of 50 counters and two software licenses. The City will own 12 of the counters and 12 of the counters will be available for pool use by the respective communities. The funds will flow through the Washtenaw Area Transportation Study as an administrator of the funds and the City will act as the soliciting agent for the purchase. The City will complete the purchase and be reimbursed the full cost ($60,417.00 less $3,939.47 for the City's share) within 30 days. The City's portion of the purchase will be funded by the Field Operations, Major Street Fund operating budget.
The attached memorandum of understanding establishes the responsibilities between the City and the Washtenaw Area Transportation Study and outlines the obligations of the partnering communities.

Whereas, Federal surface transportation funds have been made available in the amount of $46,000.00 for a Washtenaw area traffic counter purchase; and
Whereas, The funds will flow through the Washtenaw Area Transportation study as an administrator of the funds and the City will act as the soliciting agent for the purchase.
Whereas, The Memorandum of Understanding between the City and the Washtenaw Area Transportation Study provides that the City will make the purchase, that the Washtenaw Area Transportation Study will receive the federal funds and the local shares from partnering communicates and the Washtenaw Area Transportation Study will reimburse the City;
Whereas, Funds are available for the City share of the purchase in the Field Operations, Major Street Fund operating budget;
Whereas, Of the three bids received to supply traffic Counters, Jamar Technologies Inc, submitted the lowest bid; and
RESOLVED, That the Memorandum of Understanding between the City and the Washtenaw Area Transportation Study be approved;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said Memorandum of Understanding after approval as to form by the City Attorney, and approval as to substance by the City Administrator; and
RESOLVED, That a purchase agreement in the amount of $60,417.00 be awarded to Jamar Technologies Inc for the purchase 50 traffic counters;
RESOLVED, That reimbursement from the Washtenaw Area Transportation Study of the $60,517.00, less $3,939.47 for the City's share be accepted; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
