Resolution to Award Contract for the Clarifier 4 Drive Replacement Project to Titus Welding Company ($175,000.00)

This memorandum and resolution requests approval to award a contract to Titus Welding Company for the Clarifier 4 Drive Replacement Project ($175,000.00).
Budget/Fiscal Impact
The overall project is estimated at $219,000.00 which includes the contract for Titus Welding Company ($175,000.00), project management and inspection services by City Staff ($10,000.00), contingency for the contract with Titus Welding Company for change orders to be approved by the City Administrator ($17,500.00), and engineering services provided by Tetra Tech ($16,500.00). The funds for this project are included in the approved Water Fund Capital Budget and was ranked as a high priority project in the City’s Capital Improvement Plan.
The project will replace the mechanical drive for a primary treatment clarifier at the Water Treatment Plant. The drive to be replaced is the original drive that was installed in 1965. The expected life of these drives is 30 years. The drive has begun to show signs of failure, included seizing, high vibration, and bearing failure. The drive has been assessed by the manufacturer and it has been determined that it is not cost-effective to repair. This clarifier is a critical piece of equipment in the water treatment process to ensure compliance with state and federal drinking water regulations.
The City received two bids:
Titus Welding Company $175,000.00
Process Piping & Equipment $284,900.00
Since Titus Welding Company submitted the lowest responsible bid in the amount of $175,000.00, it is recommended that their bid for $175,000.00 be accepted, and that Titus Welding Company be awarded the contract for the Clarifier 4 Replacement Project. The recommended award includes the base bid and alternate #1 for the Clarifier 4 Replacement Project.
Titus Welding Company has received Human Rights approval on June 6, 2014, and complies with the living wage ordinance.

Whereas, It is necessary to complete the Clarifier 4 Replacement Project to ensure compliance with State and Federal drinking water regulations;
Whereas, The Clarifier 4 Replacement Project was identified as a high priority project in the approved the Capital Improvement Plant;
Whereas, The Clarifier 4 Replacement Project will replace critical infrastructure that has exceeded its life and is showing signs of failure;
Whereas, Of the two bids received, Titus Welding Company provided the lowest responsible bid in the amount of $175,000.00;
Whereas, Titus Welding Company has received Human Rights approval on June 5, 2014, and complies with the Living Wage Ordinance; and
Whereas, Funding in the amount of $219,000.00 for the Clarifier 4 Replacement Project South is available in the approved Water Supply Fund capital budget;
RESOLVED, That Council accept the proposal and awards a contract to Titus Welding Company in the amount of $175,000.00 that includes the Base Bid and Alternate #1 for the Clarifier 4 Replacement Project;
RESOLVED, That a contingency in the amount of $17,500.00 be approved to finance change orders to the contract with Titus Welding Company to be approved by the City Administrator;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract for services after approval as to substance by the City Administrator and approval as to form by the City Attorney;
RESOLVED, That the City make the following declaration for the purpose of complying with the reimbursement rules of Treas. Reg. 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
