($105,358.13)
Memorandum
Attached for your review and approval is a resolution which authorizes the purchase of 15 Additional Single Seat Licenses of ArcView Level ArcGIS, 5 Additional Concurrent Seat License of ArcView, 5 concurrent Seat License of ArcInfo and annual software maintenance and license agreement with ESRI for the Geographic Information System (GIS) Software.
 
ESRI is the only source from which all ESRI software and maintenance services can be ordered.  Software products include ArcGIS, ArcInfo, ArcView, ArcSDE, ArcIMS, and other related products.  In addition, ESRI is the sole provider of software maintenance for all ESRI products including technical support, software updates/upgrades, and certain proprietary training classes.
 
ArcGIS, ArcInfo, and ArcView are instrumental in the creation and maintenance of spatial information as well as development of specialized applications for data access.
 
It is imperative to renew the maintenance agreement with ESRI to receive software updates, access technical support, and retain the proper licenses for use of the software in mission critical City applications.  For example, ArcView provides the linkage to GIS data for Cityworks, software use by Public Services and Community Standards for tracking service requests and work orders.
 
The additional 15 Additional Single Seat Licenses of ArcView Level ArcGIS are allocated as follows:
-      9 single seat licenses for general Field Operations
-      4 single seat licenses for Technical Services Unit tablets
-      2 single seat licenses for Water Treatment Plant workstations
 
The 5 Additional Concurrent Seat License of ArcView and 5 Concurrent Seat License of ArcInfo is for general use in Public Services.
 
The accompanying resolution authorizes the creation of a purchase order to process a payment to ESRI in the amount of $105,358.13 for the purchase of additional licenses and of ESRI software and annual maintenance for calendar year 2008.  
 
This expenditure is planned for and budgeted in the FY 2008 Information Technology Services Fund budget and ESRI received Human Rights and Living Wage compliance approval on October 16, 2007.

Whereas, Renewing the annual the maintenance agreement with ESRI to receive software updates, access technical support, and retain the proper licenses for use of the software in mission critical City applications;
 
Whereas, Funding for the additional 15 Additional Single Seat Licenses of ArcView Level ArcGIS, 5 Additional Concurrent Seat License of ArcView, 5 Concurrent Seat License of ArcInfo and annual maintenance and support agreement is budgeted for and available in the FY 2008 Information Technology Fund; and
 
Whereas, Environmental Systems Research Institute (ESRI) received Human Rights and Living Wage approval on October 16, 2007;
 
RESOLVED, That City Council approve a purchase order with Environmental Systems Research Institute (ESRI) for the purchase of additional 15 Additional Single Seat Licenses of ArcView Level ArcGIS, 5 Additional Concurrent Seat License of ArcView, 5 Concurrent Seat License of ArcInfo and annual maintenance and support agreement for FY2008 in the amount of $105,358.13 to be expended without regard to fiscal year; and
 
RESOLVED, That the City Administrator is authorized to take all necessary actions to implement this Resolution.
