Resolution to Approve FY 09 Allocations to Non-Profit Entities for Housing and Human Services - $1,777,602.00 (General Fund, CDBG and HOME)
Memorandum
Attached for your consideration is a resolution to approve FY 09 General Fund, CDBG and HOME allocations to non-profit entities for housing and human services, totaling $1,777,602.00 in grants.
 
In response to a formal Request for Proposals issued in February 2007, the City received 57 applications for grant funding from 43 non-profit entities for a total of $2,448,419.00 requested.  The Request for Proposals indicated that awards based on proposals submitted would be for both FY 08 and FY 09, pending City Council approval each year.  The Community Development Executive Committee and Community Development staff reviewed the proposals and met throughout March and early April 2007 to make recommendations on the human services grant proposals.
 
The Housing and Human Services Advisory Board and staff recommend that a total of $1,777,602.00 be allocated to 39 organizations in the following manner in FY 09:
 
o      $1,334,464.00 from the City's General Fund for human service agencies with which the City contracted to provide human services from General Funds in FY 08
o      $1,280.00 from the City's General Fund set aside for human services contingency
o      $396,000.00 from CDBG Funds allocation for human services
o      $45,858.00 in HOME Investment Partnership Grant Funds for Community Housing Development Organizations (CHDO)
 
These funding recommendations are contained in the Consolidated Strategy and Plan FY 09 One-Year Action Plan.
 
Staff recommends that $1,280.00 be set aside as contingency funding for collaborative efforts undertaken by local non-profits aimed at streamlining and improving services to the community.  This contingency funding would be from the additional $22,765.00 that Council provided to human services funding for FY 09, rather than distributing the entire increase across currently-funded agencies.  This would result in distributing $21,485.00 of the $22,765.00 among current General Fund human service contractors, thus bringing them even with the amount of funding they received in FY 08.  This recommendation is based on the following:
1)      Distributing $21,485 of the additional $22,765 Council provided for human services will result in local human service providers retaining level funding from FY 08 through FY 09.  This is being recommended, rather than distributing the entire $22,765.00, which would result in an average increase to agencies of $35.00. If the full $22,765.00 was to be allocated, a number of actions would be required to execute this increase that in staff's view would be overly burdensome.  To allocate the full $22,765.00, City staff would need to formally notify each agency of the proposed contract increase, and direct them to create and submit a revised program budget to reflect the small increase.
2)      In addition, several agencies receive exactly $25,000.00 from the City.  These agencies and agencies receiving less than $25,000.00 receive automatically disbursed payments throughout their contract year.  However, should they accept an increase, they would be governed by a contract policy mandating that they request reimbursement for funds already expended.  This process is considerably more onerous, and thus it is very possible that such a small increase would not be helpful for, nor accepted by, these agencies.  If some agencies decline, City staff will then again have to re-calculate agency allocations.

Whereas, the Housing and Human Services Advisory Board and staff has recommended the allocation of $1,334,464 in General Fund grants to local non-profit housing and human services agencies as part of the annual Community Development Request  for Proposal process;
 
Whereas, The Consolidated Strategy and Plan FY 09 One-Year Action Plan, recommends allocation of $396,000 in Community Development Block Grant (CDBG) funds and $45,858.00 in HOME Investment Partnership grant funds to local nonprofit housing and human services organizations;
 
Whereas, Staff recommends that $1,280.00 of City General Funds be set aside to fund collaborative efforts of local non-profits aimed at streamlining and improving services to the community; and
Whereas, Award of these contracts is contingent on Human Rights and living wage approvals prior to execution of the contracts;
 
RESOLVED, That the Mayor and City Council approve allocations from the General Fund to the non-profit entities listed in Attachment A and authorize the Office of Community Development to negotiate contractual agreements in accordance with the City's purchasing procedures, subject to approval as to substance by the City Administrator, and approval as to form by the City Attorney:
 
RESOLVED, That the Mayor and City Council approve allocations from the City's CDBG and HOME entitlement funds to the non-profit entities listed in Attachment B and authorize the Office of Community Development to negotiate contractual agreements in accordance with the City's purchasing procedures, subject to approval as to substance by the City Administrator, and approval as to form by the City Attorney:
 
RESOLVED, That all projects funded by these grant funds shall give priority to extremely low-, very low- and low-income Ann Arbor residents and that performance by the non-profit entities will be monitored by the Office of Community Development; and
 
RESOLVED, That the City Administrator, or his designee, is authorized to take necessary administrative actions and to execute any documents necessary to complete this transaction and to implement this resolution.
