Resolution to Approve a Construction Contract with Advanced Pool Services, Inc. per Bid #3914, in the Amount of $28,400.00 and to Establish a Total Construction Project Budget of $31,240.00

Memorandum

Attached for your review and action is a resolution to approve a construction contract with Advanced Pool Services, Inc. per Bid #3914, in the amount of $28,400.00 and establish a total construction project budget of $31,240.00.  Funding for the Pool Marcite Renovations at Buhr Park Main Pool project is in the adopted FY 08 Park Maintenance and Capital Improvements Millage budget.

 

Construction elements of the project will include removal of the marcite surfacing, repair of the pool shell, replacement of marcite surfacing (pool liner), installation of new caulking along gutter areas, plus tile and expansion joint replacement throughout the entire main pool at Buhr Park.  The existing pool liner has been in place nearly nine years and has exceeded the expected five-year replacement schedule.  The contract requires that the contractor finish all of the construction work by May 10, 2008.  The project will be completed for the summer 2008 season which begins on the Memorial Day holiday weekend.

 

Bid documents were advertised on the MITN website, the City website, and bid documents were available for pick-up at the Procurement Office.  Two contractors submitted bids on the project as follows:

 

Clearwater Pools                                                               $28,595.00

Advanced Pool Services, Inc                     $28,400.00*

 

*Lowest responsible bid

 

The resolution includes a recommended construction contingency of $2,840.00 (10%) to cover potential contract change orders to be approved by the City Administrator.  It is requested that a total project budget be established of $31,240.00 for the life of the project without regard to fiscal year.

 

Advanced Pool Services meets the living wage requirements and received Human Rights approval on January 29, 2008.

Whereas, The Buhr Park Main Pool (liner) marcite surfaces require routine repair and/or renovations every five years of service;

 

Whereas, Competitive bids were sought by the Procurement Office with bids received on January 11, 2008 and Advanced Pool Services, Inc. was identified as the lowest responsible bidder;

 

Whereas, Funding for the Pool (liner) Marcite Renovations at Buhr Park Main Pool project is in the adopted FY 08 Park Maintenance and Capital Improvements Millage budget; and

 

Whereas, Advanced Pool Services, Inc. received Human Rights approval on January 29, 2008 and complies with the living wage requirements;

 

RESOLVED, That City Council approve a construction contract with Advanced Pool Services, Inc. in the amount of $28,400.00 to complete the improvements as identified in Bid #3914, approve a construction contingency in the amount of $2,840.00 (10%) to cover potential contract change orders and establish a total construction project budget of $31,240.00 for the life of the project without regard to fiscal year;

 

RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution including the authority to approve change orders within the approved contingency; and

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract after approval as to substance by the City Administrator and approval as to form by the City Attorney.
