Memorandum
Attached for your review and approval is a resolution to appropriate unexpended general funds and Affordable Housing Trust funds from the FY 2009 Office of Community Development budget into the FY 2010 Office of Community Development General Fund and Affordable Housing Trust Fund Budget for disbursement to the following Agencies:
 
      General Fund
      WC Treasurer-Tax Foreclosure Prevention      $2,993.66
      WC Treasurer/MSU Extension-Mortgage Foreclosure Prevention      $4,924.76
      General Fund Total:      $7,918.42
 
      Affordable Housing Trust Fund
      WC Treasurer-Tax Foreclosure Prevention      $10,000.00
      Affordable Housing Trust Fund Total      $10,000.00
 
      TOTAL:      $17,918.42
 
On June 2, 2008, City Council approved Resolution R-08-240 which allocated $160,000 in General Funds and Ann Arbor Housing Trust Funds to Human Services Agencies providing foreclosure prevention services.  At the end of 2009 a balance of $7,918.42 was unexpended from the Foreclosure Contracts in the General Fund and a balance of $10,000.00 was unexpended from the Affordable Housing Trust Fund.
 
The Office of Community Development recommends that these funds be appropriated to be allocated back to the Human Service agencies who have not expended these funds.

Whereas, City Council approved Resolution R-08-240 on June 2, 2008 for a total of $160,000.00 for Human Services Agencies providing foreclosure prevention services;
 
Whereas, The Washtenaw County Treasurer has $12,993.66 in unexpended funds remaining;
 
Whereas, The Washtenaw County Treasurer on behalf of Michigan State University Extension has $4,924.76 in unexpended funds remaining; and
 
Whereas, The total amount of unexpended funds is $17,918.42;
 
RESOLVED, That City Council appropriate $7,918.42 from the General Fund fund balance to the Office of Community Development General Fund budget for the purpose of providing these funds back to these agencies to expend in FY 10;
 
RESOLVED, That City Council appropriate $10,000.00 from the Affordable Housing Trust Fund balance to the Office of Community Development Affordable Housing Trust Fund budget for the purpose of providing these funds back to these agencies to expend in FY 10;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute a contract amendment with the Human Services Agencies, consistent with this resolution, subject to approval as to substance by the City Administrator, and approval as to form by the City Attorney with funds to be available without regard to fiscal year; and
 
RESOLVED, That the City Administrator, or his designee, be authorized to take necessary administrative actions and to execute any documents necessary to complete this transaction and to implement this resolution.
