Memorandum
The City of Ann Arbor and the Washtenaw County Water Resources Commissioner (WCWRC) have a long successful history of collaboration.  The Huron River Pollution Abatement projects, which lead to the removal of non-residential illicit connections from the stormwater system, which was one of the earlier joint projects, began in 1987.  This collaboration has continued with joint projects like Olsen Park, Malletts Creek Restoration Project, Illicit Connection Detection and Elimination Program (IDEP), demonstration rain gardens, Mary Doyle Park and Wetlands Restoration and Allen's Creek Stormwater Improvements.  Each of these joint projects have received grant or loan support which has been administered by the County.
 
On August 7, 2000, City Council approved a resolution directing the Malletts Creek Restoration activities be coordinated through the WCWRC.  To continue to foster coordination of stormwater activities, on June 2, 2008, City Council approved a resolution to fund collaboration with the WCWRC at $35,000.00 per year.  In 2008 and 2009, the County secured over $8,000,000.00 in low interest State Revolving Fund loans in to construct stormwater improvements in Allen Creek.  On April 20, 2009, City Council approved a resolution to increase the funding for collaboration to $62.970.00/year to fund the added level of effort put forth by the County on these projects. In July 2010, the County submitted a project plan that would enable the city to qualify for low interest loans on projects totaling $22,000,000.00 in the next 5 years.
 
The attached resolution would approve a service order for $69,215.00 in FY11 with the Washtenaw County Water Resources Commissioner to fund a portion of a full-time County employee (0.5 FTE) to provide stormwater services which will benefit the City, including applications and administration of grants and loans, project coordination and miscellaneous services.  Additionally, it would permit four 1-year extensions of the service order with a not-to-exceed 3% annual funding increase, if both the City and the WCWRC are agreeable.
 
Funding is available in FY11 System's Planning Stormwater Operations and Maintenance budget.  Extensions would be subject to funding approval in subsequent years' budgets.

Whereas, The City of Ann Arbor has a long standing history of successful collaboration with the Washtenaw County Water Resources Commissioner;
 
Whereas, on August 7, 2000, City Council directed staff to coordinate the Malletts Creek restoration efforts with the Washtenaw County Water Resources Commissioner's office;
 
Whereas, On April 20, 2009, City Council approved increased funding for this collaboration; and
 
Whereas, This collaboration between the City of Ann Arbor and the Washtenaw County Water Resources Commissioner's has been very successful in being awarded grants and loan funding; and
 
Whereas, It is desirable to continue this collaboration;
 
Resolved, That Council approves a service order to the Washtenaw County Water Resources Commissioner for an amount of $69,215.00 in FY11 to fund a portion of a full-time County employee to provide stormwater services which will benefit the City;
 
Resolved, That Council approves four 1-year extensions (subject to available funding) of the service order with an allowance for a 3% funding increase each year;
 
Resolved, That the City Administrator be directed to approve a service order with the Washtenaw County Water Resources Commissioner for staff support for stormwater services which will benefit the City, including applications and administration of grants and loans, project coordination and miscellaneous services, for an amount in FY11 of $69,215.00 and up to $77,902.00.00 in FY15;
 
Resolved, That the City Administrator be authorized to renew the service order for up to four 1-year periods at the rate specified in this Resolution, provided both parties agree to an extension and subject to available funding;
 
Resolved, That this service order be funded from the approved FY11 System's Planning Stormwater Operations and Maintenance budget and from subsequent years' budgets if so approved by Council; and
 
Resolved, That the City Administrator be authorized to take all necessary actions to implement this resolution.
