Resolution to Approve an Agreement with the Michigan Department of Transportation ($479,339.00) for the Ellsworth Road and S. State Street SCOOT Traffic Adaptive Signal Control System

Attached for your review and approval, please find a resolution to approve an agreement between the City and the Michigan Department of Transportation (MDOT) for Split Cycle Offset Optimization Technique (SCOOT) traffic signal control system work along South State Street from Eisenhower Parkway to Ellsworth Road and along Ellsworth Road from State Street to Platt Road. The agreement is required so that this project can be performed as a federal aid project.
The project is the expansion of the modern SCOOT traffic adaptive signal control which optimizes the signal settings in each cycle in real time, and it is already in place on some of our streets. This project includes delivery and installation of computer hardware, installation of fiber optic communication lines from the Wheeler Center to the intersections within the project boundaries, replacement of signal controllers and installation of system traffic detectors.
The installation plans were prepared by the Project Management staff and submitted to MDOT for their October 12, 2008 bid letting. The construction cost of the project is estimated at $479,339.00, which will be paid for by the congestion Mitigation and Air Quality (CMAQ) fund. All other costs ($115,000.00) including the design and construction engineering, and construction materials testing will be funded from the City's Major Street fund approved capital budget.
The project construction is scheduled to begin in April 2009 and continue through November 2009. Like all such projects, MDOT will award the construction contract and the City of Ann Arbor will act as the project engineer. One requirement for this type of project is that the City enters into an agreement with the State stipulating the funding split and other rights and responsibilities of the parties. It is the same form of agreement that we have used on other federally funded projects.

Whereas, The traffic adaptive signal control systems reduce traffic delays and improves coordinated flow of traffic and the traffic safety;
Whereas, the City has completed the design of Split Cycle Offset Optimization Technique (SCOOT) traffic signal control system for South State Street from Eisenhower Parkway to Ellsworth Road and Ellsworth Road from State Street to Platt Road;
Whereas, The construction plans for the project were submitted to the Michigan Department of Transportation (MDOT) for their October 12, 2008 bid letting;
Whereas, The Federal Highway Administration has allocated $479,339.00 for the installation of traffic adaptive traffic signal control at the signalized intersections along South State Street and Ellsworth Road within the City of Ann Arbor;
Whereas, An agreement between the City of Ann Arbor and MDOT is required so that this project can be performed as a federal aid project; and
Whereas, Funds are available in the previously approved Major Street Fund capital projects budget;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney, and approval as to substance by the City Administrator;
RESOLVED, That the funds be available for the life of the project, to be available without regard to fiscal year:
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
