Resolution to Recommend and Prioritize the Allocation of the State and Local Fiscal Recovery Funds

Whereas, The City of Ann Arbor is expected to receive $24 Million in Coronavirus State and Local Fiscal Recovery Funds, established by the American Rescue Plan Act of 2021;
Whereas, The Coronavirus State and Local Fiscal Recovery Funds are eligible to:
• Support public health expenditures;
• Address negative economic impacts caused by the public health emergency;
• Replace lost public sector revenue;
• Invest in water, sewer, and broadband infrastructure; and
• Other activities as identified in the Act.
Whereas, The Coronavirus State and Local Fiscal Recovery Funds, provides substantial flexibility to meet local needs;
Whereas, These funds deliver resources that recipients can invest in building, maintaining or upgrading their water, sewer, and broadband infrastructure;
Whereas, The City of Ann Arbor has submitted applications for Federal Appropriations for the following:
• Vision Zero
• Resilient Renewable City Facilities
• Lurie Terrace
• NetZero Housing;
Whereas, The City of Ann Arbor has submitted Federal Earmark Requests on the following projects:
• Bandemer to Barton Non-Motorized Connection
• Nixon Road Reconstruction
• Level 2 EV and Direct Current Fast Charging Stations
• State Street Corridor Improvements;
Whereas, Local governments should expect to receive funds in two tranches, with 50% provided beginning in May 2021 and the balance delivered 12 months later; and
Whereas, Priorities for the allocation of the funding should be established and be in alignment with the draft City of Ann Arbor Strategic Plan;
RESOLVED, That the City Administrator be directed to return to City Council by October 1, 2021, to recommend and prioritize the allocation of the State and Local Fiscal Recovery Funds; and
RESOLVED, That Council authorize the City Administrator to take the necessary administrative actions to implement this resolution.
