Memorandum
Attached for your review and consideration, please find a resolution to approve a contract between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the construction phase of the State and Hill Streets Improvements Project. The agreement prescribes the cost sharing of the construction, as well as each party’s rights and responsibilities, and is required for the project to receive its share of federal funding from the Surface Transportation Program (STP), the Highway Safety Improvement Program (HSIP), and the Highway Infrastructure Program COVID Relief (HICU).
The State Street improvements include resurfacing State Street from Granger to South University, excluding Hoover to Packard. The scope also includes construction of ADA accessible ramps at existing crosswalks for future Accessible Pedestrian Signals (APS), consolidation of crosswalks for installation of Rectangular Rapid Flashing Beacons (RRFB’s), installation of protected bike lanes (space for which will be created by the elimination of on-street parking), and replacement of some curb & gutter and drainage structures. Additionally, the scope includes abandonment of old water mains between Granger and Dewey and between Hill and South University by extending leads and services to the larger, newer water mains.
The Hill Street improvements include resurfacing Hill Street from the Fifth Avenue to Church Street, with additional pedestrian safety improvements extending to Washtenaw Avenue. The scope also includes construction of ADA accessible ramps at existing crosswalks for future Accessible Pedestrian Signals (APS), installation of positive contrast lighting at crosswalks, elimination of left turn lanes to install bike lanes, and replacement of some curb & gutter, drainage structures, and sanitary sewer. Additionally, the scope includes replacement of 1,600 feet of water main between Fifth and State.
The construction will be phased to minimize interference with important high-volume community events in the vicinity of the project, such as the Ann Arbor Art Fair and the University of Michigan’s home football games in 2023 and 2024. The 2023 construction phase includes State Street from Granger to South University, excluding Hoover to Packard and the Hill Street intersection, and is expected to begin May 30, 2023 and be substantially completed by the end of August 2023. The 2024 construction phase includes Hill Street from Fifth to Washtenaw, and is expected to begin April, 2024 and be substantially completed by the end of August 2024.
Completed plans were submitted to MDOT December 23, 2022, and the project was scheduled for a May 5, 2023 MDOT bid letting. This memorandum and resolution were prepared prior to the letting date, so bid prices were not available. MDOT will award a contract to the qualified low bidder and administer the contract. The City will act as the project engineer.
Budget/Fiscal Impact: The Engineer’s estimate for the project’s construction is $6,909,800.00. The estimated total cost of the project is $9,764,900.00. In total, the City will be receiving approximately $2,579,845.00 in Federal funds for this project. The federal funding will be used to fund participating construction expenses. The City will be funding its share of the construction costs as well as the design, construction engineering, inspection, and material testing costs.

Appropriations are necessary to allocate the major funding sources to the existing State and Hill Streets Improvements Project.
The additional bike lanes, bike lane improvements, RRFB’s and streetlights will increase yearly maintenance costs by an estimated $15,200.00 as detailed below:

Whereas, The State and Hill Streets Improvements Project will replace some existing water main, resurface the roadways, and provide improved active transportation connectivity and safety;
Whereas, The City of Ann Arbor will receive Federal funding from the Surface Transportation Program (STP), the Highway Safety Improvement Program (HSIP), and the Highway Infrastructure Program COVID Relief (HICU);
Whereas, The City share of the funding for this project is available in the approved Street, Bridge, and Sidewalk Millage, Major Street Fund, Climate Action Millage, Water Supply System, Stormwater System, and Sanitary System Capital Budgets;
Whereas, It is necessary to approve the cost sharing agreement with the Michigan Department of Transportation so that the project can proceed;
Whereas, These segments of State Street and Hill Street are listed as a Tier 1 corridors, and some segments are identified for the incorporation of an “all ages and abilities bicycle route", in the Moving Together Towards Vision Zero Transportation Plan; and
Whereas, The project provides a contiguous “all ages and abilities bicycle route” to the Downtown Development Authority district as negotiated with the DDA to permit the elimination of on-street parking;
RESOLVED, That the State and Hill Streets Improvements Project expenditure and revenue budgets be increased by $4,082,800.00 with the sources of funding being the appropriation of the approved Street, Bridge, and Sidewalk Fund Capital Budget ($250,000.00), the approved Major Street Fund Capital Budget ($3,208,700.00), the approved Sanitary System Capital Budget ($67,750.00), the Stormwater Fund Balance ($252,850.00), and the Water Supply Fund Balance ($302,700.00);
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute Michigan Department of Transportation Contract No. 23-5127 for the State and Hill Streets Improvements Project, substantially in the form on file with the City Clerk, following approval as to substance by the City Administrator, and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
