Resolution to Appropriate and Approve a Professional Services Agreement with The Greenway Collaborative, Inc. to Support the Pedestrian Safety and Access Task Force ($75,000.00) (8 Votes Required)

Attached for your review and approval is a resolution to approve a Professional Services Agreement in the amount of $75,000.00 with The Greenway Collaborative, Inc. for facilitation consulting services for support of the Pedestrian Safety and Access Task Force.
On November 18, 2013 City Council passed Resolution R-13-367, establishing the Pedestrian Safety and Access Task Force. The task force is to “explore strategies to improve pedestrian safety and access within a framework of shared responsibility through community outreach and data collection, and will recommend to Council improvements in the development and application of the Complete Streets model, using best practices, sound data and objective analysis.”
The agreement will be funded by transferring $75,000 from the approved FY 14 General Fund Systems Planning operations and maintenance budget. The funds had been budgeted for further study and analysis of sidewalk gaps in the city. The sidewalk gaps analysis has been folded into the task force’s work.
The resolution notes that “one of the tools recommended for implementing the Complete Streets model is to develop a task force to consider steps toward the creation of a comprehensive Pedestrian Safety Action Plan.” The attached proposed work approach (attached Exhibit 1) uses the Federal Highway Administration (FHWA) guidebook titled How to Develop a Pedestrian Safety Action Plan as a guide for the Pedestrian Safety and Access Task Force efforts.
The proposed work approach recommends that professional facilitation services be obtained to support the Pedestrian Safety and Access Task Force in their work efforts which are scheduled to begin in July, 2014 and continue through August, 2015 as shown in the probable timeline (attached Exhibit 2). The Greenway Collaborative, Inc. has been selected to develop and facilitate the Task Force as they work through the work approach components:

On March 31, 2014, a request for proposal for professional facilitation services was posted to the Michigan Inter-governmental Trade Network (MITN) BidNet® website and proposals from three consultants were received on April 22, 2014. A team of staff members and three members from the Pedestrian Safety and Access Task Force reviewed all proposals and reached consensus that all three consultants would be interviewed. The Selection Committee interviewed all three firms after which The Greenway Collaborative, Inc. was selected as the most qualified consulting firm based on their previous work experience, their proposed work plan, their competitive fee schedule and their interview. The Greenway Collaborative, Inc received Human Rights approval on May 9, 2014, and complies with the living wage ordinance.

Whereas, On January 6, 2014, Mayor Hieftje recommended nominations for a Pedestrian Safety and Access Task Force;
Whereas, On January 21, 2014, City Council confirmed nominations for a Pedestrian Safety and Access Task Force;
Whereas, The proposed work approach, developed using the Federal Highway Administration (FHWA) guidebook titled How to Develop a Pedestrian Safety Action Plan as a guide, recommends that consulting facilitation services be obtained to fully support the Pedestrian Safety and Access Task Force in their efforts;
Whereas, The Greenway Collaborative, Inc. has demonstrated the required experience, qualified professionals, and competitive fee schedule for the required services;
Whereas, The Greenway Collaborative, Inc. received Human Rights approval on May 9, 2014, and complies with the Living Wage Ordinance; and
Whereas, Funding for this contract is available in the approved FY14 Systems Planning General Fund operations and maintenance budget;
RESOLVED, That City Council approves a professional services agreement with The Greenway Collaborative, Inc. in the amount of $75,000.00 for the facilitation consulting services for the Pedestrian Safety and Access Task Force work effort;
RESOLVED, That the General Capital Projects Fund expenditure budget be increased by $75,000.00 with a source of funding transfer from the approved FY 14 General Fund Systems Planning operations and maintenance budget, and that the project budget in the General Capital Projects Fund be available without regard to fiscal year;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said professional services agreement, after approval as to form by the City Attorney, and approval as to substance by the City Administrator; and
RESOLVED, That City Council authorizes the City Administrator to take necessary administrative actions to implement this resolution.
